And people wonder why there is such an incredibly turn over rate? 170+ apartments gone in less that 4 years, and VH couldn't even care less because they just give any schmuck with a pulse an apartment. If a site they have watched and gave their hard earned cash to has deteriorated massively, and no look of improvement, then they deserve all the criticism they get. Tenants being assholes by turning the lights off deliberately, fake bating to make you think they are, and so obviously they are not. Don't think it happens!!
