As far as I remember from explanations of VH long time ago, each "construction of apartment" might be different.

There are tenants and managers and sometime investors. Even VH might be engaged in this chain and every mixture is possible. There is no clear structure valid for all apartments.

VH is more or less a service provider and holder of the license.
