I think there is an action going on by RLC to bring life to the apartments (which is also very much needed), think of Zab's friend and sex worker Buki with his harem, Kat and Vesna the B1 visitors who keep coming by etc etc but it just doesn't work, all the top residents they ever had are unfortunately still in Russia, we are now mainly dealing with whores who pee on us and just looking for a place to sleep it is noticeable that Wolf does not have the guts to bother Harley like he does with Ulyana btw 😏 2
