I already tried reporting this issue to RLC soon after the apartment opened. They said they were aware of the issue but it's now been more than half a year and the problems still persist. Not all of the cams are glitchy though. The bedroom & guest room cams stutter every few seconds and the #3 living room cam randomly jumps ahead in time. I am hoping if some other people start reporting this to RLC they'll actually do something to fix it.
