So there is also a probability  that they need to comply with certain conditions they had agreed on before to fulfill this contract. That could include a minimum attendance duration. ... It do not need to be, but i think this is more likely than that RLC is paying for everything without anyrhing in exchange.

And example the arrow appartment where there way only hidind and it didnt last for a month on the last 2 occupants
