    "Terrorism is commonly defined as violent acts (or the threat of violent acts) intended to create fear." http://en.wikipedia.org/wiki/Terrorism Army attacks are not intended to create fear, but to maintain stability and security. Terrorist organizations attack for the soul purpose of creating fear among the civilians - and this is the difference.
