The best way to understand legislative bills put forth by Democrats is to know that the bills are intended to produce results that are the exact opposite of what the title of bill leads one to believe is the purpose of the bill. When Democrats try to represent themselves as moderates they speak in opposites, which means they promise to do the exact opposite of what they intend to do if elected to office.
