    Once upon a time CC members were allowed to start a thread at 30 pages, but you had some members with low self esteem, insecurities, and they thought that by starting a thread it made them important. But than they started threads at 28 pages, than 25 so on so on and pretty soon threads were started after 10 pages, so the Mods came with a solution that only Mods will start a thread.
