Yep, they are sex workers, and when they do too little of that, I totally get your frustrations, and being cheated for your money. But your power, as I see it, is to unsubscribe, and or try to impact the owners of RLC to somehow deliver some content. Sorry, disagree. In my supermarket I don't decide what's for sale. I can choose to buy or not. Subscribers have zero power over the tenants, only influence on the owners. You can think up some codex in your mind, but it will never happen in the real world. You can wonder why they don't provide content, as that seems to be the business case. But they are not slaves or puppets, where you pull the strings, not in Europe, that is.
