Photon browser supports Flash which is necessary to view videos on RLC. There is nothing fancy about it and the few times I have used it I have had no problems. Pretty sure there is a an Android and iOS version...

Huh? The DMCA was introduced by Representative Howard Coble (Republican - North Carolina). It was enacted by the 105th United States Congress (of which both chambers were a Republican majority).
