Here's a thought, you buy a V8 and find it only runs on 7 cylinders, you take it back and the salesman tells you to fuck off because it still runs. You pick your favorite apartment but you still have to pay full price. Before it was only 7 apartments and no one ever complained. Besides, it was explained already that this apartment is a bonus, that's why all the rooms are locked.
