i told everyone a long time ago that they would live on the 2nd floor with the cameras turned off.

It doesn't mean that they still live there.  It just means that he continues in his advanced role, which most of us expected, and he oversees whatever work is being done on the top floor, he might even be doing the work himself.

But they don't live on the 2nd floor. There's probably a good reason why Bogdan (and maybe Nelly) is there. We'll see. As others have pointed out, staying on the 2nd floor would require access to a kitchen and why shouldn't they socialize with others. Also, they emptied the apartment completely and have moved to France.
