Try this and see what happens.  Download and click the app It will run with no setting up of any program.  That should fix the issue.

If you use VPN in your Country then use a different Country than what you are currently using.   Have you tried using Internet Explorer.

If you have an Account with RLC then contact RLC Support. They might be able to help get you going again. That's about the only thing left I can suggest.
