My thought was, since RLC knows they get automatically deleted on mab, they don't even bother issuing DMCA notices. Save themselves some time, work and money.

You are correct, it is the DMCA who issues the take down notice to the host server, but it is RLC who tells the DMCA to do that. And, thankfully, mab hosted videos usually stay up for three days, using a free mab account.
