    People (barring exceptions & some migrant cultures - including US tourists, though some adapt quickly) tend to be less prudish or scandalised about that sort of thing in (most of) Western Europe compared to the US, especially in big cities like Barcelona, where it's also quite common to see women topless (or even naked) at the beach (or lakeside). And very skimpy dress in the city as well (when it's warm enough). Chances are he's already seen her topless 'socially' anyway at the beach or even at a pool, where female toplessness is also allowed, if I'm not mistaken. It just doesn't carry the same weight it would in the US, I guess. Even the people that wouldn't do it themselves are not likely to be baffled or scandalised when seeing it, if the girl otherwise behaves normally.
