The latest photoshop is available like all Adobe products now through the Creative Cloud and you can pay monthly like on lease. I have a subscription to all Adobe products and pay monthly like £22, I use it regularly for work. Alternatively if you are not a heavy user then you could download some freeware called GIMP, which is similar to photoshop, I recommend it to my students who can't afford photoshop, it's not a bad little program.
