The vaccine is being tested right now as we speak. The US government has spent over a billion dollars to have it available before the end of the year. It is a gamble. I am not an expert, but this is my understanding. The normal method is to test the vaccine and once it has proven to work, the process of manufacturing it begins, which takes a considerable amount of time to produce enough of it.. What the US government is doing is having the vaccine manufactured before the testing is completed. They are spending the 1.2 billion dollars to have 300 million doses available immediately after the testing is completed in October or November, gambling that the testing will produce a positive result. If the result is not positive, they will potentially have wasted the money and the 300 million doses.
