Hi buddy,here in God's chosen country it's used in a light-hearted way to mean a twit,a dafty,a clown.It's totally inoffensive or else I wouldn't use it and it's not rhyming slang.

As soon as my fellow countryman agreed with the Clown Prince of Somerset I had to find a word for him.

You would probably be Mr Perfect or Einstein, something like that😀😀
