At first he was willing to allow Putin to take Ukraine because he didn't want to provoke Putin. He didn't start supplying Ukraine with strategic weapons until there was a large uproar from people around the world against Russia's ruthless attacks on Ukrainian civilians. Biden even said that any U.S. sanctions against Russia were not intended to prevent Russia from invading, but were intended to punish Russia if Russia invaded Ukraine.
