This was true for Halloween, which has become a bit more popular in Russia since the Soviets melted down. They kept a few; probably ones that they like or that didn't sell. They also have many kick-naks that would be available for anyone who owns a gift shop or caters to holiday and other events. Those of us who have witnessed this could be wrong of course, in which case it means that these women have a fetish for balloons because they think these things resemble tits and bubble butts. Probably some kind of gift and balloon store - if you have been watching it seems sort of obvious. Reading the forum answers a lot of questions so other don't have to repost.
