    The guy wasn't to bright. When they build Apartment Buildings just outside each Apartment Door Entrance in the Ceiling in a shut off valve on every unit so when emergencies as such arise it can be turned off. Instead he chose to fight it with a Wet Vac Hose and drain the water in the toilet. In the meantime the Shop Vac Hose also had a hole in it.
