As far as either N or B having a say who lives where, the only evidence I've seen is that they are property mgr/custodians for B1, B2 and B4.

Its kinda the accepted thing and these girls do it - not sure if they have a rosta but each of them does their bit. Does that answer the queston?, but as said only in my experience.
