The guy who was shot may have been at fault because he moved into Cheney's line of fire while they were hunting game birds. That's why I would need to know all the facts before suggesting whether or not Cheney should have ben charged with a crime.

If that's what happened, then gun safety wasn't being observed, was it?  Both incidents were accidents.  One was tragic.
