Iran is also conceivable for such "jokes" - sailing under false flags and annoying the USA. Maybe because it was tracked from China and because China admitted that it was their balloon. Chinese just lied about what balloon was. They tried to make people believe it was off course weather balloon. No matter what Pentagon advised, the president makes the final decision. Balloon should have been shot down over Aleutian Islands, over Alaska, or over Montana.
