Yes I believe it's probably down for everyone else too.

RLC has several server addresses: two for North America, two for Germany, and a couple in the Netherlands. Often, it depends on which server you are going through, and sometimes their central feed just goes kaput and affects everyone.

I usually just go to the "down for everyone or just me?" site, but you might have fun pinging around at these addresses, too:
