Their plan is rotating people in and out when numbers start getting low. Hopefully new faces bring in curious people and when we get bored of them they rotate another group. There must have been over 100 tenants in this and nextdoor's realm over the past 5 years which tells you a lot. Problem is the only guests/action you get is from other tenants or the occasional uni boy Kaya lures in. They stay for a day and then leave again. The "way of life" these RLC people are currently in, isn't one normal guests probably want to get involved in so its hard to get any "real action". 1
