They are driven by a single reason: reducing costs. That's why they have no logic at all.

In fact, aside of reducing costs, the worst thing it's no having a long term plan. They are simply improvising, reacting as best they can to whatever is happening at any given moment.

And the recruiting department it's now, after Fior left, just Bogdan asking the current tennants if they have a friend willing to join. If not, he opens his contacts list and starts asking the same thing to ex-tennants: Would you rejoin? No? Have you a friend willing to do it? Yes? Send me a picture.

Bunch of amateurs... but when it comes to charge us the fee, they are very professional and won't knock off a single cent to make up for their stupidity. 😎

I agree for most of it. 

However, sometimes they have the opportunity to take back a former tenant quite easily, yet for very unclear reasons, they don't do so, like with Chilli.

Recruitement has always been from word-of-mouth among the girls and their friends, acquaintances, and agency co-workers... 😉 
And I don't think Bogdan and even Fior has anything to do with recruiting girls... he simply welcome-d/s them.
