That is a bidet. The way you know the difference is a bidet doesn't flush. The drains are to small to handle solids. Look to the right of the bidet on the wall there is a water control like a shower. A bidet mixes hot and cold water to wash with. There are attachments for toilets to use to clean with but that is not one of them. Notice there is no tank for flush water. That bright thing above the seat is for flush. Nowadays it is not unusual to hide the flush water tank inside the wall. You can even see hatch in the wall, behind it is flush water tank.
