What happened to the new girl?

I'm not disagreeing that it's pretty stupid, but my main point is that it definitely has happened. It's happened enough times in the past to where it doesn't really surprise me anymore.

I'm not really looking at frequency. If they think they can get away with it, they have no reason not to stop, especially if they think their partners are not checking in on them. It's not like Zoi has any reason to look in Clara's apartment for Tim. Stas really is the only one who has a chance to catch them but he may not care to look in on the apartment if he fully trusts Clara.

I'm not sure either of their partners know what the other is doing. When Clara and Stas was visiting Zoi and TIm, I didn't see any flirting going on between Clara and Tim that was out in the open, not unless I missed something. Unless they explicitly do something in front of their partners, I'm going to believe that Zoi and Stas have no idea what's going on.

To be honest, I doubt anything will happen here. I don't get any sense of any physical attraction or flirtation between anyone. It's just like I said when she first got her place here on VH, she's almost a spitting image of Anita from VV. She's incapable of making any sort of intentions known and rely's on the others to sort of be assertive for her, just like Anita. If you look at all the times Lisa has had sex, she "fought off" (for lack of a better term) their advances, they kept pursuing, and eventually both guys wind up fucking her multiple times. Case in point: the very first time we saw her having sex; the guy kept trying to get her underwear off, she brushed off his advances, then after a minute proceeded to drop her panties and show him her bare ass when he asked her to, he kept pursuing and eventually fucked her on the couch and then again in the shower. A lot of the current guys don't know this about her and since Lisa doesn't know how to be the aggressor or doesn't know how to flirt, nothing happens, just like with Anita. In Anita's case however, she dealt with a lot more assertive guys so we saw a lot more sex with her.

Very necessary? How often do you see violence in these apartments? Because I can count maybe twice since both girls moved between both apartments that something like this happened. VH doesn't dictate how often they the tenants throw parties, whether they're single or couple apartments. Nor do they dictate what type of parties they throw. These "drunken loser dude" parties you refer to are the responsibility of the tenants themselves. I agree that constantly inviting strangers to your house on a regular basis may not be the smartest thing, especially when alcohol is involved, but it's not like it's VH's fault. Do you want VH to have a security guard posted at the door 24/7? Even if they were to do that, they would probably have to hire security for ever apartment, and when you consider that there are 18 apartments (I think, I don't feel like counting), that would cost a LOT of money. It's the tenants themselves that need to be more responsible for the types of people they bring into their homes especially if they are not familiar with who they are beforehand.
