    There are always a few bad apples that spoil the barrel---the problem is that the police force does not police itself and get rid of the bad cops--something about a stupid code that they stick together. And the police union does not help either as this guy had a long rap sheet of being reported--but yet he was allowed to remain and continue his abuses.
