    I think it's just bad timing with other circumstances which led her to transfer to B2 with 2 outgoing tenants ...3 if you count Zoe so essentially a full turnaround with only 1 replacement. From what I'm told participants have to apply to join or reapply rejoin if they have been in the project before so based on that then I'd say nobody has applied OR they are not accepting some 'returnee' applications despite there being several beds free.
