People dont usually get a tattoo of a live person. Dead ones yes, live ones no! Except maybe kids or parents.

they do get tattoo of live person face and name in my country. may be same in russia too.

I don't think there is a rule for tattoo... maybe someones are more regular then others.. but it's all on people will  to mark on the body
