It is the law. Actually, it doesn't have anything to do with CamCaps' mods or the CC site. But, you're right, it is all about RLC. They issue a DMCA takedown notice to the 3rd-party host site, such as zupimages or kepkuldes, to remove the media from their servers because it violates their copyright. Just words on a piece of paper. I'd say Congress is the dark side, since they're ones that enacted the law. And while the DMCA is not an entity in itself, there are agents that are enlisted to help clients enforce the law. I believe RLC enlists such agents. Perhaps you could think of them as Storm Troopers from the Dark Side.
