Load balancers are hardware and software that distribute streaming content to different servers around the world. If demand for a particular live stream is too high in one region, the United States for example, load balancers will switch the streaming content from servers in the United States to servers in the United Kingdom. As the outage was limited to the United States (Canada), this was likely the result of high demand from viewers in the United States (there was no outage in Europe) for RLC content, and the load balancers failed to shift distribution of the content to other servers. As there appears to have been no outage elsewhere, and the streamed content is still there on replay, the outage was not at the point of origin.
