You said you had been to Russia, and I assumed your characterization of Russians was based on those you interacted with on your visit.

Some of the Russians I met on my visits spoke English, for those who did not, there was usually an interpreter.  My Russian language skill is really quite limited.  But there were many, many, many hours of conversation.

Ça ne veut rien dire, la dernière fois elle était partie avec un sac à dos le matin et elle était de retour le soir même

I have been to Russia...from the drunk/high customs official who could not keep his head up...and his superior who wanted a bribe in order to let me into the country...to people who pushed me out of the way to get to the front of lines...the list goes on and on.  As for interaction and language...Russians are here where I live...LOTS of them chucking their garbage out of their car windows, cutting people off and being an overall rude pain in the ass.  I know tons of Ukranians,  not the same at all.
