He hasn't repeated the action, who is to say he will again...or never will? If it has been 20 years since you cheated on a girlfriend, who is to say it will/will not happen again. If you look at the YouTube videos of a Russian Boot Camp you'll see the DIs kicking the recruits martial arts style and hitting them with folding metal chairs. It looks a bit harsh. Also the Russian (at least the Soviet) military used the caste/seniority system where the older guys could take anything from the boots and lower ranks.
