dukeofdata Posted April 22, 2015 Posted April 22, 2015 You're probably seeing the video code (dots) that RLC flashes on the screen every so often. The dots are a code for your user ID. This way, if you post a video, RLC can determine who you are and BAN you!

It looks like an earlier image that has been recorded over, or possibly the camera streams are getting mixed up and showing other apartments or different times overlapping.
