I've never subscribed to them and I don't know anything about a voting system, but the site you're talking about seems to be Spygasm. I seem to remember that their apartments were located in Bulgaria or Hiungary, not Russia. I remember reading they were targeted by a group of Russian actiuvists, who typically targeted camgirls with the purpose of ruining their lives. They collected personal information, including real names, apartment addresses, social media accounts, names and addresses of relatives, places of work or education. They sent this information to the police and I thought at least one of the apartments was raided. They also send information to the tenants work and schools for embarrassment and humiliation and to get them kicked out. There was talk of them moving the tenants to South America, but the site ultimately closed.

After the closure of Spygasm, RLC closed their Russian apartments and severely limited the free cameras of the remaining apartments, eventually closing all free cameras for a while. It's always been illegal for them to operate apartments in Russia and I think they just decided it wasn't worth the risk anymore to themselves or the tenants.

And also why those Russian activists you mentioned managed to do what they did to Spygasm, but not to RLC or VHTV...
