Possible .. but when he was living there ( Bogdan ) , I don’t remember also being so “ instant “ , for sure NEVER this chaos we are facing the last 1,5 years and with tenants even disappear and we don’t know how many days they are gong to be away and such things .

I am more surprised by them repainting the walls. Has the next occupant of the penthouse previously lived in the PH and asked for the walls to be repainted? (And they haven't washed the windows since Bogdan rappelled from the roof maybe four or five years ago.)
