That was placed there during the UM; I once saw something similar at the company that exterminated the rats at my workplace. If that is the same kind of thing, then it is a high voltage low amperage mat. I have never seen one work because the high static electricity surrounding it scares animals away but I am definitely going to keep an eye on it tonight to see if this is one of those traps. 1

Yes, that is correct but you may only use that kind in areas where no people go. The voltage is between 8,000 and 10,000 volts, generated by a 12-volt adapter. If a person touches this they will be startled and it will hurt but if you fall on it and stay lying there, you will die.
