That was placed there during the UM; I once saw something similar at the company that exterminated the rats at my workplace.

If that is the same kind of thing, then it is a high voltage low amperage mat.

I have never seen one work because the high static electricity surrounding it scares animals away but I am definitely going to keep an eye on it tonight to see if this is one of those traps.

Yes, that is correct but you may only use that kind  in areas where no people go. The voltage is between 8,000 and 10,000 volts, generated by a 12-volt adapter. If a person touches this they will be startled and it will hurt but if you fall on it and stay lying there, you will die.
