Like you I wondered the same thing until I watched a BBC documentary someone posted a link to a few years ago. This documentary showed life in some parts of Russia for young girls. It showed them entering beauty contests where they had to walk around for hours wearing just their panties and bra... from age 12 to 18. They had these contests run by men many weekends a month. It was very sad to see, but for these women walking around in their lingerie is nothing new. They likely have been doing it since they were 12 or 13 being ogled by men since that time. Sad for me. Even the BBC reporter was often shocked at the scenes where they filmed the girls secretly.
