I'm not exactly sure what you're saying, here. Probably a translation problem.
However, once the video is recorded, it doesn't matter what you do to it, the
information for the person who originally recorded it is still embedded in the
watermarks on the video.

VPN's are not as secure as they let on to be.   Your Original IP Address is still recorded.

All a VPN does is mask your IP Address into making other Servers think your from a different part of the World but your actual IP address is still reported on many servers regardless.

Not always. My ISP only provides static IP addresses, i.e. my IP doesn't
change each time I log in to the network. With a VPN, yes you get a new
IP each time you use the VPN but what I said still applies.

Regardless of which IP the VPN gives you, RLC will still get it and they'll
have one more VPN IP that they can block from accessing their site.

I've read about that. It's due to Web Real Time Communication, aka WebRTC,
that is built into your browser. It's a good thing for what it allows you to do,
but, it can also cause your browser to leak your IP address in certain situations.
It's known as a WebRTC leak.

There are ways around it. You can use a VPN that prevents leaks and there are
browser addons, like 'Disable WebRTC', that allow you to turn WebRTC off and
on at will, like when your VPN is connected. Here's a good article that explains
it in more detail.
