In Europe, the only thing that does not change is that the borders are still closed for Americans and countries like Russia. This is also why it is difficult for RLC to replace the participants who have been present since March because they cannot bring in the replacements who normally come from Russia or Ukraine. Trudeau won't open the border until it's at a level that's really low and that's going to be some time yet. The only ones allowed between Canada & USA are essential workers only.
