The first line says БЕЗОПАСНОСТЬ = BEZOPASNOST' = safety or security. Since I can't read the second line at all I don't know the context meaning

I don't know, but yesterday i saw book ЭКОЛОГИЯ = ECOLOGY.

We were heavy into the Duck and Cover drills here too. Being just 100 miles north of Cuba, and Russia supplying Cuba with a nuclear arsenal, it was just part of life.

And with the Russians now wanting to take over Europe again, maybe they are preparing for the aftermath. Or this is a field of study for both of them. They've been working on this for quite a while now.
