    I can explain this to you by way of an example in Ukraine. If you want quality, you take Kyivstar (Ukrainian-name: Київстар). If you want it cheap "lifcecell" (the company name is really English.)

    I will never understand it although I have been in the ISP business for over 20 years, why companies have the Internet as a business basis, often work without redundancy and/or take the cheapest providers.

    This is a bad managent from VH. Also in the Russian area there are cheap (scrap) vendors and good ones.
