Why would it be something illegal or child abuse? If underage children came to one of the apartments and watched the tenants having sex or were being forced into sex or were having consensual sex, then yes..I would think that was illegal & child abuse. If the same underage children came to one of the apartments and witnessed no such acts, then I would think this to be normal. Just my thoughts anyway. It would be creepy seeing children in any of these apartments though, as it is something you would never expect!!
