    Well this is capitalism. You paid money to company. So goods are of acceptable quality. When you stop paying money, then VH and lazy people need to do something. Why homeless student or just a couple do something if they can lie on sofa and have good money without any activity at all? This change only when such houses have 5-10 dollars/day and do not even get opportunity to pay rent. But - with current lazy people, this will end with ~10 apartments, like in RLC now but for 37$.
