Bandican is a screen recorder and you can take still pictures too,  There is a free version that allows you to tape up to 10 mins,  the pay version allows you to tape as long as you want, I suggest you try the free version first

I can record screen shots with my windows 10 but i cant stop action--So there is no stop action on rlc?

Vhtv uses Html5 for videostreaming who allows such a feature. RLCW still using the old flash for videostreaming.
