It is possible that the Russian part was sold by RLC. Two to three weeks ago there were two different 'manager' at E + S. one from RLC, the other from ?? I suspect that the DNS issue is going to be the biggest problem, now that all Russian sites must leave the existing global DNS and reassign to their own national system by 2021 (even though no such exclusively Russian DNS exists at the moment!). For now, it will be the requirement that all Russian ISPs must adopt new routing and filtering technology by November (and grant regulators the authority to directly monitor and censor content) that is almost certainly causing the problems we've seen with the live feed from Russian apartments. The optimistic side of me hopes that RLC will achieve compliance sooner rather than later and the apartments will eventually come back online.
